A word of caution about bars in the Philippines and in Cebu..
Bars for men which may be referred to as "Bikini Bars" have a few women in bikinis dancing and talking with patrons. These women work in the bar and their earnings come from customers buying them a drink or the customers pay the bar a 'bar fine' to take the woman to a rented room or their accommodations.
If you take the girl to your hotel room she may try to steal something, and don't be surprised if she returns to your hotel room later with her police friend to arrest you for rape. And later you will have to pay the police to get out of jail. IT Happens!!!
Best to go to a short time hotel where cheap rooms are rented by the hour.
As to sports and dining bars apart from girlie bars..
Badgers Sports & Dining Pub is one of the best in Cebu and is an American style sports pub popular with expats. You can listen to good music, watch sporting events or play pool, darts, and they have wireless internet access.

Mango Avenue and Mango Square is where all the bars and nightclubs are located. There is also a variety of strip clubs lining Mango Avenue leading up to Mango Square.

This is a five star casino for anyone wanting to try their luck. The casino is located on the second floor of the hotel and is open 24 hours a day 7 days a week.
At the Ayala Mall there is an Entertainment Center that is full of bars, restaurants and other late night joints where the after dinner the partying begins.
One of the most frequented movie halls on the island is also at Ayala Mall. A favorite place for movie entertainment for both the locals and foreigners.
Movies are shown starting from from 12:45 PM to 9:45 PM. Shopping, movie, dinner, and music and a cocktail at a bar would make for an interesting and enjoying evening out. Many things to do at Ayala Center and our top pick for an afternoon and evening out for yourself or with a friend(s).
A recommended club to visit is "The Cafe Teatro".
You can listen to music from the 70's and the 80's. The food and the snacks offered by this club are good and it remains open til late at night.
The Cafe Teatro is situated at the Banilad Road. The Banilad Road is dotted with malls, shops and elegantly designed buildings. Just hire a cab to get to the Teatro Cafe.
The cafe is located at the Crossroads complex on Banilad Road which houses and off Banilad Road is Guiseppe which offers Italian cuisine and some of the best pizza's in Cebu.
Also at the Crossroads complex we recommend El Gecko Bar & Grill which has a happy hour menu and delicious appetizers.
